I have been working for a general contractor on mostly building decks, and residential remodels. The two smaller loops on the sides stretched out a little bit and I had to sew them smaller so that my cat's paw wouldn't fall through. I also added a few preventative stitches where the bags connect to the belt. I am really hard on my stuff and this thing has lasted really well in my opinion.

Answer:	I have an 18 and 13 inch bag. The 18 inch has cordless drill, driver, 2 bay charger, and 5 batteries. It also carries drill bits, and impact bits. The 13 carries my hand tools. It is approximately 2/3 full. It is very heavy. The 16 would be excellent. I’m not very strong so the 13 will be it for me. The 18 is the only bag the would fit my 2 bay battery charger. If you look closely at the picture that shows the rack, you will see that it is pretty far down into the tote. The reason it might appear bigger is that the blades on some of the screwdrivers are long and therefore keep the screwdriver handle up near the top. I have reviewed the tote and included some pictures that show that the tool rack is removable. But the bottom line (to answer your question).... no, the rack is not an additional piece. Great totes, heavy duty.
