Answer:	In my opinion I think it is. Urban decays heavy metal eyeliner has bigger metal chunks in it so the nyx you have to apply to build it up but I personally like the smaller chunks even though it means more layers.

Answer:	Tough to tell. Seeing some of the photos in this listing here showing "TAIWAN" stamped into some of the tools, I went and double checked my set just now. I confirmed that not a single tool, socket, or bit had any country's name on it, not even the plastic case (which did say Apex tool group). But the cardboard outer box says Made in Taiwan on it. I'd feel better if the tools themselves said Taiwan too, and of course even better if they said USA.
