Answer:	I believe it can. You can purchase a separate cartridge that allows one to draw ink into the cartridge. I found it difficult to use, so I use the disposable cartridges instead.

Answer:	I may be mistaken but I think I read that Cross Pens were now being manufactured in China. They are not as heavy as they once were, but the two I purchased in the last couple of years worked well.

Answer:	It does come with an ink cartridge. However, it does NOT come with a converter. You can get replacement cartridges via Amazon. I think you can also get Franklin Covey cartridges at Staples. Hope this was helpful.
