Answer:	There is a "D" ring sewn into the spine. You can attach a clip or strap that will attach to a luggage handle. You might want to consider a lanyard that you can have modified for the specific purpose of attaching it to a luggage handle.

Answer:	It is an added protection. Fortunately I've not been in a situation where my bag was exposed to much water. So I can't really attest to it being 100% waterproof. It does keep things very organized.

Answer:	I keep an Anker 5 port usb charger in mine which is about 2 inches thick. According to the Corsair website, the dark core is about an inch and a half tall and 5 inches long. There is a pouch in the top section of the case (the side without the iPad pouch) that should fit it. If not in that spot, in that half of the case.
