Put axle through holes in the back and then put a wheel on the axle then feed cotter pin through hole in edge of axle. Use finger to bend longer side of cotter pin up so the wheel stays on 😊

I don't think the ones on the bottom would support the ones on the top if they were loaded with heavy items.
