Answer: No it can not. We've been out on two rides, it's been raining so I waited to take my 3 and 15 month old out. The instructions actually show the proper way to ride a single child and with a picture it shows one child strapped in on one side, not the middle. I would like to add one more note: The tires were pretty well inflated but I felt they needed just a bit more so they would stay completed inflated with my children's weight. Well I made a huge mistake by going to a nearby gas station with the children in it and ended up with a completely deflated wheel and over a mile walk back trying to keep the weight off the deflated wheel. Surprisingly it held up pretty well and I just had the tube completely replaced. If you want to put more air you'll need an adapter, not the gas station compressor, a needle type adaptors. I'm not sure why but if you unscrew the large metal part rather than the small black part on the wheel to put air you'll instantly deflate the wheel completely. Thank God I only tried that with one wheel, it still sucked but I got home on the flat and the rim is pretty sturdy. In case you're wondering what I did to fix the problem. I went to a bike repair shop and got a new inner tube (it bent at the gas station since the compressor didn't have the adaptor) and had the pros put air in the three tires (2x 20" and 1x 16", the two stroller wheels don't require air).

When I loosened the straps as slack as I could the seat only went back a touch. My (25-30 lbs) month old was slouching quiet a bit so more if a recline would really be beneficial. He was just decided he was going to lean on his sister. I've only used it in stroller mode, I decided not to use the jogger wheel because it doesn't all for turns as it's fixed. Surprisingly the stoller wheels worked fine to jog and help decrease the size. This thing is HUGE! All the other trailers I've seen around town are half the size if this castle as daughter calls it
