Answer:	They have no padding. They are not the foam type of placemat.

Answer:	They are not very hard. I use mine on the table for casual dining, and I like the fact that they are reversible. Cleaning is easy, but they would probably easily move around the room if you pets had a tendency to push the bowls around.
