Answer:	To clarify now that I have looked myself, the wheels turn independently. The suspension to the main vehicle is connected to the middle of an axle that both wheels share. So if one wheel goes down, it's paired wheel goes up. but they still move independently and can wobble and so forth independently of each other.

Answer:	I'd say maybe around 4 depending if they are skinny? My 5 yr old son typically wears XS (size 4, or even 5T) right now. He is 44 lbs. However, the XS in these seemed tight in the waist although the length was fine. I'm not sure why the waist was so small compared to the length, as they are pretty loose fitting otherwise. The Small fits him in the waist but are too long.
