Answer:	I tried it before with my HP 15" and my 13" Netbook and it didn't work so well. It was an extremely tight fit put a lot of pressure on the laptops because of the organizer portion attached to the cover. I no longer have this case since a few months later the locks on it, refused to open with my laptop still inside it, I had to pry it open and brake the case to get my laptop back.

Does it have a luggage strap to place on carry on

Answer:

I never encountered rain when using it in Europe last summer. Even if the fabric is water resistant, that does not mean water proof. Since I am taking it to Spain next spring, I will probably buy a rain cover, with attachment points, meaning that there are elastic straps that cinch around the pack that hold the cover in place. Sea to Summit makes them, and probably other brands, as well. You could always improvise with a heavy duty 30 gallon trash bag!
