Answer:	It's a bunch of chemicals, like most hair products. I never noticed the Haz Mat label but I suspect that related to USPS shipping guidelines. Answer:	False!!! Dish soap has de-greasers so used over time it is going to dry out and damage your dads's hair. This Pert has a conditioner built in that works well for me without leaving my hair feeling heavy ... like some conditioners.
