Answer:	You need to some software to open the .rar file type. I use Windows 10 and there is a free app in the Windows store called "RAR Opener" that works fine. It will extract the files to a folder of your choice and you can then run the .exe file in the extracted folder to update the device. There is also a PDF file with instructions in the extracted folder.

Answer:	Yeah biggest differences are newer chip that allows console power on from arcade stick (unlike my RAP4 for PlayStation), newer buttons that are more sensitive and the break-away USB cable as the other answer states is a good improvement. I would say this one is more compatible with PC games as it uses Xbox chip, versus the RAP4 which has to have some drivers and buttons won't match up. So that being said if I was getting one for PC games only, I would get this RAPV for Xbox One/PC vs the RAP4 for PlayStation 4 (I have both).
