Answer:	I got one for my 4 year old niece. I put it together. I think my original review said 3-5, but a 2 year old can easily reach the handle. And there's growing room. Amazon has the best customer service online in case you aren't happy with it. I would recommend it.

Answer:	I believe it will unless the carpet is high. I have wood floors and an area rug and my grand-kids seemed to do alright pushing it on the rug. It is a little harder going from floor to rug. This is a really sturdy cart and made so it will not tip over easy. My grand-kids love it.
