I certainly filled it with water and left the water in, that is the whole point! So weird haha. I definitely recommend adding two tablespoons of vinegar to the water. I filled the playmat months ago and the water is still clear. I found it easier to fill the mat with water by laying the mat out on a very large baking tray and letting the faucet water run into a small funnel that I fitted inside the mat spout. Made things a lot less messy.
