The bit is designed to sink low to give maximum clearance in tight spaces and to be able to hold the screw between your thumb and index finger if need be and space allows. If you don't need that much space you can always use longer bits.

Answer:	4/32 is the best you can do with this drill. Tou coukd sleeve the bit and try that if you want to use this drill. Your best option for the tiny drill bits is to use a dremel or something similar with a correctly sized collet and use that 1/32 is just too tiny for most general purpose drills. You can get and upgraded chuck that has carbode inserts (they appear gold in color when you look down the throat of the drill) which give you a tighter hold but you'll need to check how tight those jaws can be sinced down.
