I had the manufacture replace two batteries, but I still had issues. Then I watched several YouTube videos about this topic and what to do about it. The techniques they described worked for me with not only the new batteries but some older ones I thought were dead also. I suggest you check out the YouTube videos. The quick procedure is to charge the battery with a DC power source which can be another fully charged battery. Once the voltage is brought up the Ryobi charger will start charging.

Answer:	I can't answer your question directly. I have a P113 charger, an older model, and these batteries work perfectly with it. I think the P117 charger is a later model than the P113, with more features, but the same basic design. If this is correct, it should work.

Answer:	I don't think it is a lithium battery. It's labeled ni-mh. However, compared with the original, this replacement charges faster and seems to hold a charge longer. I bought this batteries because for as little as I use these tools, I could not justify replacing everything with the newer 18V or even 20V system.
