Answer:	Depending on what year vehicle you are installing them on you should only need them on your turn signals led lights don't put enough load on your circuit this will sometimes cause your blinker to go fast by installing the load resistor you are putting a load on the circuit to compansate for the lack of load an led puts on circuit they are not used to prevent shorting or fires you are creating a load these resistors can get hot enough to cause a fire if mounted correctly should be no problem do not fasten them to plastic , any existing wiring harness ect should be screwed into metal if your car has a regular directional flasher relay you can just purchase a new relay for led lights but if your car has a body control module to control your lights you don't have much of a choice

They are only needed for turn signals as LEDs do not draw enought current (amps)to properly operate the flashers and the CANBUS monitoring system for new vehicles needs to see the load of the incandescent bulbs or the LED with a resistor so it does not sense and report a "lamp out" fault. If thew headlights are LEDs and not halogen or standard incandescent, then MAYBE a resistor may be necessary. I have not seen and LED headlights as yet. When using these for taillights, they MUST be solidly screwed to the sheet metal of the vehicle. If not, they will get so hot that they cannot be touched and can melt any plastic (wire insulation) that touches them.

The second thing is, according to Philips, outdoor use of Hue bulbs will likely decrease the lifespan of the bulb considerably in comparison to when used indoors. The third thing is a personal observation - they are very expensive bulbs and hotly sought after. Installing them outside makes them susceptible to being stolen! If you're installing Hue color bulbs, you will obviously change the color of the lights. Others will see observe this and assume you have Philips or some other smart bulb (which they're all expensive), making them more susceptible to being stolen. Just a heads-up.
