Hat and helmet sizes have been difficult for me also. For the riding helmets, this summer we bought helmets that were too small, based on measured head circumference. We had to ship them back to buy larger ones. We've had the same experience with hats, where we measured the head circumference and ordered the hat accordingly but the hat was too small. The riding helmets can be adjusted, so that is another reason to suggest going a little larger than the measured size.
