Answer:	It didn't fall over but it is super cheaply made. The poles melted in the sun and bent over so it was unusable.

Answer:	No. The design has a fairly broad base for stability, and the bills aren't too heavy. As a result, the units don't tip during play. You could add sand to the bottom tubes, if you wanted but it would be a mess to clean up.
