Answer:	It should easily fit your 27x28. It easily covers our rack which is 24x60. The height, however is questionable. If the seat back can be folded down, it may work. It is nearly a foot less the the full height of your device.

Answer:	It should. My wife has a Go Go Elite Traveler Plus (4 wheel) and it handles it with room to spare. I doubt the Golden 340 is larger than the Go Go scooter. In fact, we are able to cover the whole carrier as well as the scooter. You will probably be looking for ways to take up the slack in the cover. This can be done easily by allowing the cover to wrap further under the carrier on the ends and sides as needed. Our carrier is 5' wide and about 21" deep. That leaves room for some additional baggage. I covered the floor of the carrier with a snug fitting rubber pad to keep dust and rain from blowing up through the bottom mesh of the carrier. While it doesn't keep all the dust out, it, with the cover, keeps everything in the carrier dry and nearly dust free. To allow room to raise our lift-back, I rotate the seat so the front faces the car. Although the seat back can fold, I keep it up to protect the cover from the metal corners at back of the arm rests. Just a few tips that you may find helpful.

Answer:	it should stay in place because of the ridges om the top and bottom. however, I am not positive. I just know that they are not easy to move by sliding. I have to pick it up to move it.

Answer:	The ramp is thick rubber. With the proper tools you may be able to cut to fit

Answer:	The maximum I have driven over my ramp is 675 pounds. You would need 2 of these ramps, and you would need to know the weight over your vehicle. The only other item you would need to figure out is the weight per wheel as you are going over the ramp. You might be able to find this calculation on the internet. I do find the ramp quite sturdy and it might work for you situation if you can figure out how much weight is displaced per each wheel on the car. FYI - I have mine outside under a roof overhang, and I have had it since last summer with no issues. It does smell, but the smell goes away after a few weeks.
