Answer:	My son (13) the wheels out of the package and the wheels spun freely, he and his father (a machinist) installed them.. still spun freely. Next he rode in the drive all still was good. Answer:	No, but it is fairly simple. Just unscrew the bolt/axle on the existing wheels, slide them out and reverse the process with the new wheels. It took about 10-15 minutes total for us, and that was mostly because the scooter is old and the bolt was a little rusty. The wheels work great, and still light up after many months of use.
