This helmet has the ASTM certification tag inside the helmet but that is self-certifying, i.e. I can make a helmet myself out of anything and say it is ASTM certified without showing proof of anything to anyone. The only safety standard that matters is CPSC which is tested and certified by a government sponsored lab not affiliated with the maker of the helmet. The helmet I received DOESN'T HAVE “CPSC CERTIFIED” ON THE INSIDE OF THE HELMET. It doesn’t mean it isn’t certified by the CPSC but I don’t know how to check for sure. Maybe there is a link on the CPSC website to check whether a helmet is tested by the CPSC?

Answer:	I think this helmet might be a bit too big for a child. It is meant for adult heads, although the description does say this fits people’s heads with a 55-63CM circumference. Is your 21.5 measurement also in cm? If so, then yeah the helmet is definitely a bit too big for them. Yes the visor is included though and works really well. I really like this helmet with the included visor. It helps keep the sun as well as bugs out of my eyes while riding my bike and it still fits well over my glasses.
