Obviously if they are OUTSIDE dimensions, another object with the same OUTSIDE dimensions will not fit INSIDE the pan. I use my rack in a baker's half sheet pan and it fits perfectly. The outside dimensions of a baker's half sheep pan are 17.88 x 12.88 inches. The inside dimensions are 16.5 x 11.38 inches.
