Answer:	The manufacturer clearly says it needs to be submerged and the reason is pretty simple. The larger ones (12000 or 15000) dissipate use upwards of 100W of power. The surrounding water is used to keep the pump cool. Running the larger ones out of water will lead to a short and possibly smoky life.

Answer:	I have installed electric pumps in all my kayaks and they work great. The issues are finding a waterproof switch that is easy to push with a spray skirt attached and the power source. I use lithium rechargeable battery in a waterproof case mounted in the day hatch and connected using Bulgin connectors. Be careful using automotive style switches and connectors. They say they are waterproof, but they aren't designed for submersion.

Answer:	No, it does not come with either. Attaching some alligator clips is pretty easy for the wires (they are pre-stripped), and while there are no clamps it does hold hose fairly well.
