Answer:	Probably. The straps are long, so it wouldn't be a problem to reach down to a smaller dog, but the straps are sturdy and large. We really like ours!

Answer:	Yes, I'm assuming he's pulling you a bit too hard? If so, theres two ways to remedy this. One is the "pinch collar" (most ppl don't prefer), but it is effective. The other way is basic obedience by walking him close to you and when he starts to pull you, pat your side, turn around and walk the other direction. This will take a bit of repitition, and start out with about 5 steps at a time, then when he gets tired of walking in circles he'll stay close to you. Hope it helps.
