Answer:	It's a quilted material. I don;t know about spraying it. Is the spray safe for pets? I've used the coat in a drizzle and it's thick enough it kept the dog dry. In a downpour, it would soak through. I really love the coat. It is SO easy to put on with the velcro. You don't have to pull it over the head or bend the legs to get them in the holes.

However, you could buy a strip of velcro to make it work (put it higher up on the side, as the current design doesn't allow you to do as much adjusting as you'd need for a skinny dog,) but it will look a bit bulky due to the abundance of fabric. If your dog is super skinny, probably not the best thing.
