The outside brackets could be mounted wider—the wire shelving should have no more than 6" overhang outside the brackets—but you'll have to watch the spacing of the wires in the shelves. 18" OC allows for the shelf supports to line up with the gaps between the wires so that the shelves will lock in place.

Fall planting would actually give the plants more time to get started. I planted Bermuda grass with my centipede knowing that centipede "sleeps, creeps and leaps" and takes a number of years to get thick and established enough to crowd out other weeds and grasses.
