I think these two indicate the manufacture month (7) and year (2010).

Answer:	The bags are a little milky, but not enough to deter clearly seeing what is inside. I really like these bags.

Answer:	They are not biodegradable as far as I can tell. My county required the blue bags or clear bags for recycling. You can use them for weeds. I do because it makes it easier for the different trash collectors to differentiate the yard trash. But these bags are pretty thick- not like the thin biodegradable bags I have used in the past.
