Answer:	The black is not a base, those are o-rings so that the plugs don’t fall out of the huske mount when installed. But yes it comes exactly as pictured.

Note that the bag itself doesn't have a hanger - the hanger shown on the picture is the one that is supposed to be inserted into the bag with the dress or a suite. You can fold it in half and carry by these handles (although it's quite long, even halved, so you either need to carry it high or on the shoulder). We used them on two airplanes, and even a small crew closet was big enough to accommodate it folded in half.
