Answer:	1. pack a small amount of something really smelly in the very bottom. Cheese or peanut butter work well. 2. shove in a biscuit or piece of jerky that doesn't fit easily through the hole. The tighter the fit, the better. 3. pack in wet dog food, or kibble moistened with water. Fill all of the space around the biscuit. 4. freeze overnight. 5. pull out of freezer, smear something tasty around the opening (the frozen kibble at the opening might not be appetizing enough to get the dog started). 6. give to dog. *If even this isn't tough enough, go up a size in kongs. The bigger size will mean the dog's tongue can't reach the cheese/peanutbutter at the very bottom as easily, so he'll have to spend longer working on it.
