Answer:	Can't be positive, but I believe they did. But when I bought them they were advertised as 3 mode. I have a few other that don't, they are just on/off. The high, low, strobe is nice as low saves on battery runtime. strobe is good for safety reasons, but the multiple clicks to get the mode you want can be a pain. I mostly gave them away to my family members to use while walking to their cars at night. Strobe can also be used for self defense, if needed, as it is blinding if shined into some ones eyes. I personally always have one in my pocket. I also used the 3.7v 14500 2000mah rechargeable batteries as they are brighter and can be reused a lot.
