Answer:	No, it is elastic and has two Velcro straps that go underneath. It is wonderful, my old, old cover had a drawstring. This one is great.

Answer:	Yes! Fuseable webbing for applique was one of the reasons I purchased it. I was used a cotton setting on my iron and had zero problems. As a bonus, it came with a heat shield mesh presser " cloth" and because I had neglected to bond the piece to be appliqued before I cut it out, I was afraid I might have a little fringe of the webbing that could stick to my iron. I used the mesh over the top of the piece to be bonded. Worked like a charm. I couldn't be happier!
