Answer:	No it does not. I wear 38" pants and the belt fits only if I take in a deep breath. In other words, it doesn't fit.

Answer:	I held it under running water for 10 seconds and only the outside was wet. However, if you totally submerge it the water will find its way in through the zipper. I might call it pretty water resistant but I wouldn't put my cell phone in it and go swimming. I might put my phone in it and go fishing - if you get out quick enough I bet it'll be okay as long as the zipper is tightly closed. I'd definitely go on a water ride or walk in the rain.
