The packaging says that the active ingredient is benzocaine (4%) and I would think if lidocaine was being used, it would be listed as an active ingredient. Answer:	As I recall the combs came in a clear plastic bag with no information on it. The combs have no manufacturing location on them either. For the price of six combs I would say China. Quality is good and I haven't broken one yet!
