Honestly, the broom I received had badly bent bristles, the only reason I didn't return it was because the price was so low, it would cost more and been a bigger bother to return it. I wouldn't recommend this broom. I use it in the garage. If the bristles actually lined up as pictured, it would probably be a decent broom. As already stated, the broom I received was damaged and the bristles were severely bent and there was a 2-inch gap created in the line of bristles because of the bent bristles. For me, definitely NOT a do-over

Also, I don't think the foam actually touches the floor. I think the bristles of the broom stir up dust and then that dust sticks to the foam, so it's kind of there as a dust catcher - but it doesn't actually seem to hit the floor. I hope that helps!

I am sure if you have the proper blade on your saw you could cut the handle shorter, but I do not know why anyone would want to.
