He uses his feet to push himself along and occasionally practices trying to pedal. The oldest of the grands that has this bike is 5 and fits perfect with the seat set the furthest back and she rides it around like a speed demon with plenty of room to extend her legs far enough to pedal. The seat position is very easy to adjust so I purchased the third one to keep at my house, grandmas, for when the grands are here on the weekends.
