Answer:	Yes, I bought this for my 4 yr old daughter. It was too big and we cut it to size with no problem. I cut it it before boiling it and smoothed out the rough edges. My daughter says it very comfortable and hasn't had any problems keeping it in her.

What happens is, the hook side of the Velcro will only adhere to a small part of the loop side that results in a lesser adhesive strength. How to use
