Most economical high capacity would be a 400GB card. 512GB can be had for a little more. When higher than 1TB is available, it might work? You can only make voice calls with a phone, tho you can "host" them on an iPad if the two are "paired". With the cellular feature you can connect to a cellular network to enable internet connectivity rather than being confined to a WiFi connection. Also, at least in the past, ONLY the cellular-enabled iPads had the GPS chipset included. Thus, the WiFi only model did not include GPS.
