Answer: It comes with a breadboard, LEDs and switches, but very minimal instructions/documents. But you can find tons of web sites from "how to assemble" to "how to write source code" including educational exercises and experiments, because the original intention of the Raspberry Pi is to educate young kids to learn embedded computings. This is a fairly reasonable price, I think. The "bare" Raspberry Pi is $35 (you can find the price on the Wikipedia), but you will definitely need a high capacity power supply, HDMI cable, case, micro SD card, keyboard and mouse. This kit doesn't come with a keyboard and mouse. It would probably be possible to use BlueTooth keyboard and mouse, but I don't recommend, because you will definitely need them BEFORE booting the operating system. Raspbian OS (Debian-based Linux) is recommended. I have tried Windows 10 IoT but it's super slow and almost useless.

Answer: Yes, it will fit, but do you really need access to all 40 pins? Your project will be much more compact if you only bring the required connections from the PI to the proto PCB. Plus, unless you shorten the ribbon cable, mounting the PI to the Perma Proto in close proximity leaves a lot of excess ribbon cable to deal with.

Answer: No soldering needed to connect cable to Raspberry pi or to connect cable to board But you will of course need to solder your components to the board.

Answer: There is a pin for gnd and another for 3.3V , they should be connected from outside sources , for me I used MSP430 micro controller in the experiment I was working on and connected both gnd and 3.3 from there.
