Answer: | Because locked processors do boost up to the max boost frequency. Overclocking is completely different from boosting, which is what the unlocked chips are for. When you overclock you can set an all-core frequency equal to or greater than the max boost frequency. The max boost clock is usually only on one or two cores as well, it's not an all-core boost. The boosted speeds you personally see are also controlled by an algorithm and it's based on temperatures, power delivery, silicon lottery, etc, whereas with overclocking you manually control speeds and voltages. |
