It takes You would probably need at least an AMD Radeon RX 590 or something equivalent to that or better for most games. Running games at 144hz is harder on the graphics card than playing games at 60hz or 75hz.

DisplayPort output to VGA input. It will not take a VGA output and convert it to a DisplayPort input.

Answer:	That mostly depends on your source, your monitor and your resolution.This cable supports Display Port revision 1.2, this supports 1920x1080@240Hz, 2560×1440@165Hz and even 4k@75Hz.

Answer:	Honestly I couldn't find any solid information on compliance for this cable so i can't say (No info on VESA certification). I currently have it hooked up to a 1080p Freesync monitor and have no problems with display quality or any of the issues that an active 20th pin normally causes (And its getting crazy amounts usage with no issues so far). I did use it briefly to test a new 4K TV and the image quality was excellent. On both instances they were hooked to the same PC and the GPU I have on that is an XFX's Radeon R9 380X. Answer:	Most new monitors and mid level GPU's use Displayport. It allows for higher resolutions and higher refresh rates. 1080p 60Hz would still use hdmi but anything over that is usually displayport.
