Answer: Here is my most honest answer to you. Go and visit your local climbing store or REI. Even if it seems tight, make sure your feet fits in it with your toes lightly curled, and heel doesn't moves. Here is my experience (guy size), my street shoe size is 8, I started with a 9 for comfort (because I didn't know any better), and eventually went with a size 8 Drifter. Remember, every shoe model and brand is different, so highly recommend you sample at a store. Example, my La Sportiva Tarantula is 7.5. I can't give you a direct but I think you'll get an idea as to where to start.

Answer: I wear around size 12 running shoes. I got these climbing shoes in 11.5, and I'd say they fit appropriately. Very snug around the toe, but not excessively curling it. I certainly wouldnt walk around much in these. So in my case I'd say that your size, or half a size smaller will work, and i tend to lean towards slightly more discomfort to ensure maximum toe pressure for them tiny foot holds.
