| Answer: | Not dielectric. Only rubber boots can do that and must be tested. No “lineman” boot is going to be dielectric except rubber dielectric overshoes. A lot of boots including these have a thin sheet of plastic though that makes them somewhat resistant to shock but since it is never tested or proven it’s sort of a fake out. Don’t trust it. In fact if it works and DI boots are this way too you become a floating potential by induction, neither grounded nor energized, and both ground and line become hazardous voltage which is why most utilities have started banning them. Eventually both types of boots will be banned for safety for that reason but right now most work boots have the nonconductive but nontested plastic sheet. |
