Answer:	No, it's just a flap of the vinyl material that can be lifted up on one end to expose the ID info. It does prevent it from casual observation, but you can lift it up easily enough even at the baggage claim to check that it's your own luggage. It would be pretty obvious if someone was trying to sneek a look at your tags though. The metal loop also screws together, so it can be disconnected without cutting if necessary. The shank for screwing it in is long enough and fine enough to be secure when tightened.
