The bottom flap has Velcro on the top surface and the top flap has Velcro on the bottom surface. When you press the top flap to the bottom flap, they Velcro together. Yeah, the manufacturer could have included a better picture showing the Velcro on both flaps since it is a selling point of this product, but they didn't. Trust me, the flaps Velcro's together. When you pull the flaps apart, it makes that distinctive Velcro sound. Hope this helps.
