At that point the device usually controls how fast it is willing to charge. Since this has fast charging it will support only the faster rates. You’ll need to look at something without the fast charging capabilities. Maybe use a wall adapter that has a lower wattage?

Answer:	I can't say categorically that it will, but if the heated vest you are looking at takes a USB input I expect that it should.
