Answer:	Matters how you position it, but it does NOT block two outlets for me.

Answer:	When my 2016 15" MBP is plugged into the top port (w/ stock apple usb c cable) and my 2018 10.5" iPad Pro is plugged into the bottom port (w/ apple usb-c to lightning cable), the MBP receives 60W according to System Report (leaving the bottom port capable of 30W out, only 18W used by iPad). However when I swap the cables to the other ports (MBP bottom, iPad top), the MBP drops to 45W. The top port is dominant, so always plug the less power hungry device in the bottom port.
