Answer:	No it's not, but it is long wearing. I find waterproof concealers to be very drying on me.

Answer:	I won't lie, it does. and it has a bit of a weird smell if you're sensitive to smell, BUT I can guarantee you that this is literally the best concealer on the planet. It covers up ANYTHING! it will make you flawless, I always get compliments. Although it can get caked up, I keep a makeup sponge or even napkin with me to lightly smooth it out or even use my fingers. When you use this, try to also set it up, like to keep the makeup lasting longer..I use a basic e.l.f. makeup setter and just go over it all with my sponge after. I love this brand!
