Answer:	I have two of them. It is twist to lock and unlock. Opening and closing the screw cap can apply enough torque to lock/unlock it, and when unlocked it slides freely. If I were traveling with it and wanted to protect poster edges, I would apply some gaffers tape to prevent rotation. If your posters fit in the shortest length, then this doesn't matter.
