The gas is most likely turning on and off as a safety function, preventing it from running constantly when it's not being ignited. Obviously the longer this cycle of on-off takes before it ignites, the longer it will take to pre-heat. My oven took about that long to pre-heat until I replaced the igniter. Now it lights and pre-heats quickly.
